CONCERNING A PROPOSED
ZONING BY-LAW AMENDMENT
AFFECTING THE TOWNSHIP OF NORTH HURON
TAKE NOTICE that Council of the Township of North Huron will hold a public meeting on September 2nd, 2014 at 7:00 p.m. in the Council Chambers of the Township of North Huron municipal office. The purpose of the public meeting is to consider a proposed amendment to the North Huron Zoning By-law 82-2008 under Section 34 of the Planning Act, R.S.O 1990, as amended. The Council of the Corporation of the Township of North Huron considered the application for a zoning by-law amendment to be complete December 13th, 2012 however the application was revised since this time.
The subject property is known as Part Lots 5 and 6, Concession 1 Turnberry, Being Pt 1 22R5848 except Pt 1 22R5878, Township of North Huron. The location of the subject property is shown on the attached ‘location map and Key Map, “Schedule A”.
ANY PERSON may attend the public meeting and/or make written or verbal representation either in support or in opposition to the proposed zoning by-law amendment.
BE ADVISED that:
• Only individuals, corporations and public bodies may appeal a by-law to the Ontario Municipal Board. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.
• If a person or public body does not make oral submissions at a public meeting or make written submissions to the Township of North Huron before the by-law is passed, the person or public body is not entitled to appeal the decision of the Township of North Huron to the Ontario Municipal Board.
• If a person or public body does not make an oral submission at a public meeting or make written submissions to the Township of North Huron before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body.

Purpose and Effect:
The subject lands are located on the east side of Wingham and have a total area of 36.944 hectares (91 acres). The land has access from Charles Street, Highland Drive, the future extension of John Street, and a future street extending south to Highway #86.
The subject property is designated Residential and Open Space in the North Huron Official Plan. The land is currently zoned Future Development (FD) in the North Huron Zoning By-law with a portion of Natural Environment (NE1) over the river valley.
This property is also the subject of a Plan of Subdivision application which received Draft Plan Approval from the County of Huron on July 2, 2014. The plan of subdivision contains a total of 250 residential units on 11.45 ha with an additional 8.55 ha allocated for future residential development. This subdivision is proposed to develop in three phases with a variety of housing types.
The purpose of this amendment is to change the zoning from Future Development (FD) to a series of Residential zones (R1-h-x and R2-h-x) and Open Space (OS-x) zoning and the Natural Environment (NE1) to a Natural Environment and Open Space zone (OS-x). All residential zones are proposed to have a holding zone placed on them until issues including servicing, phasing, and the placement of medium and high density residential units have been addressed to the satisfaction of the Township.
A total of 250 residential units are currently proposed including a mix of single detached dwellings, semi-detached dwellings and multiple-attached dwellings. The next phase of development will include the potential for apartments, homes for the aged and other higher density types of residential units as well as single detached, semi-detached and multiple-attached dwellings.
The Applicant has proposed zone symbols and text for the zoning by-law amendment which outlines provisions for low and medium density residential zones. The proposed zones correspond to the lot frontages and dwelling types proposed for each street or block. A copy of the proposed zoning is available for review at the Township office or at the Planning and Development Department (57 Napier Street, Goderich ON).
